総裁公選規程改正案要綱

一 党員票の算定方法等
1 党員投票は、都道府県ごとに集計し、党本部総裁選挙管理委員会において算定すること。
(総裁公選規程第20条第1項関係)
2 各候補者の党員投票に基づく算定票は、都道府県ごとの党員投票の得票数の総数をドント方式により各候補者に分配した数とすること。
(総裁公選規程第20条第2項関係)
3 党員投票に基づく算定票は、党所属国会議員数と同数とすること。
(総裁公選規程第20条第2項関係)

二 施行期日等
1 この改正は、平成26年1月19日から実施すること。
2 その他所要の規定の整備を行うこと。

As expected, the reformist current party leaders determined to promote intra-party-democracy, by centralizing the authority in the leadership selection process.
1 党員投票は、都道府県ごとに集計し、党本部総裁選挙管理委員会において算定すること。
(This says, the party central executive is responsible for the calculation of ballots)

For another, it promotes the party executive leaders-centered decision making system. In theory, it may also promote the presidentialization in the LDP’s decision making system,
Again, it confirms that, the party leader election is now more personalized by top leadership. The new balloting system benefits the national populated candidacy.
The previous balloting method was based on demographic concerns. But now it goes back to the 1978’s Miki proposal, which requires a nationwide campaign in the primary period.

In a word, LDP is under transition, at least by assessing these visions and institutional design. The traditional factions-controlled LDP is declining, but a new reformist LDP, more centralized, more presidentialized is under way.
